I agree. I think that the Owner, Head Chef, and Manager are responsible for ensuring that the level and quality of service measures up to the price tag for a meal. A waiter can have a bad day, just like a chef or manager, but someone has to set and enforce a code of behavior so that the customer doesn't suffer for it.
