For the Base:
In a large pot, combine the fennel, coriander, orange peel, oolong tea, sugar, and hot water. Cool overnight. Strain to remove seeds and peels and add the tequila, rum, and orange juice. Set aside.
For the Broken Milk:
In a large pot, bring milk to a boil. Remove from heat and “break” the milk by adding the lemon juice.
To Assemble and Serve:
Immediately pour the broken milk mixture into the Base and stir to combine. Pour the entire mixture into a large perforated container lined with a damp cloth or fine strainer. Repeat, pouring the clarified milk punch back over the filter until it is perfectly clear, passing through drop by drop. Once the entire punch has passed through clear, bottle and store in the refrigerator.
